Risk Management

The actions of PA West and the Hempfield Area Soccer Club (HASC) board members are focused on providing a safe and positive environment for the kids. Participation as a volunteer is a trust between kids, club, and parents.

The club board will oversee the implementation and adherence to policy; however, we ask that all club members are vigilant to the care and safety of all players. Please review and become familiar with the policy. If you should have questions or concerns please email the HASC Board.

Policy Insurance

  • HASC is a member of the Pennsylvania West Soccer Association (known as PA West). All coverage and claims are processed in accordance with PA West procedures.

  • Coaches are required to report any significant injury that occurred during play or practice to their designated division coordinator. Coordinators are responsible for processing a claim.

  • Under no circumstances will HASC or PA West be held responsible for incidents related to unapproved groups, leagues, or tournaments.

 

Volunteers

  • HASC Staff must provide a voluntary disclosure statement as well as be subject to background checks required by USYSA & PA West.

    HASC Staff is defined as board members, and all Adults (coaches, assistant coaches, and team managers) registered on a HASC Travel Team Roster.

  • The club board is responsible for reviewing, securing, and maintaining all background records. Due to the secure nature of these records, results will not be made available without the consent of the individual.

  • All unfavorable results will be reviewed by the board and appropriate action will be taken to secure the safety of HASC members.

  • There must be at least one HASC Staff member + one additional adult present at all times when interacting with minors.

  • When reporting an incident, please complete the 'Risk Report Form' located on the HASC website.

 

Facilities

  • The HASC coaches and board members are responsible for completing a monthly examination of the facilities used by the club for practices and games. Results are to be communicated via email upon completion.

  • All coaches are responsible for making sure the field is clear of debris, the goals are anchored, and no dangerous weather-related conditions exist at any time during practice or play.

  • All coaches who discover a facility risk should secure the area immediately and notify your appropriate coordinator.

 

Weather

  • Prior to Practice or Scheduled Play:

    • Field conditions are monitored by the HASC board members and coaches.

  • During Practice or Play:

    • At the first sight of lightning, all children must move to a safe place indoors or to vehicles, or if a clear lightning threat is upon them to lie flat in the lowest area nearby immediately. Resumption of play may only occur 15 minutes after the last sound or sight of lightning.

Obtaining and Submitting Clearances

 

The Hempfield Area Soccer Club requires all coaches and assistant coaches (age 18 and above) to secure the necessary clearances as required by PA state law and PA West, our sanctioning board. These clearances are good for a period of five years. Please follow the steps below.

 

Please note that HASC does not provide the background checks. You must get them from the providers designated by Pennsylvania and submit them to PA West. Please review the information on this page thoroughly. Once you acquire the required clearances you will then upload them into the PA West risk management system.  

 

The PA Child Protective Services Law changed effective January 1, 2015.  The change no longer permits organizations like PA West Soccer to conduct background checks through a third-party provider.  All background checks must be completed using the provider designated by PA per the requirements of the law.

Coaches and volunteers must complete these steps

Step 1

Request a criminal history check through the Pennsylvania Access To Criminal History (PATCH) system.​

Step 2

Apply for PA Child Abuse History Clearance through the Child Welfare Portal.

Step 3

3a. If PA resident for at least 10 continuous years, complete and notarize the Volunteer Qualification Affidavit.​

3b. If PA resident for less than 10 continuous years, complete an FBI Criminal Background Check.

Step 4

Submit clearances to PA West through the PA West Soccer Online Risk Management System.
